ROP:
1. The Governor's proposal dismantles ROP and eliminates all ROP as of July 1, 2013.
2. Every school District that offers CTE will be given an adjusted ADA allotment of $215 per student enrolled in grades 9-12. This would be census data and would include the total enrollment in the school district.
3. These funds could be used to fund current CTE programs in ROP but once again, it is completely unrestricted for districts to spend as they choose too.
4. Because the SDCOE is the LEA for ROP, the SDCOE would receive all of the ROP funds they received this year (as part of the "hold harmless" agreement made for all LEA's but it would be up to the SDCOE if they choose to fund CTE in the local districts). They will have complete local control of all ROP funds that will be deposited into the general fund of the county office and will be spent as they deem fit.
